Fillmore Public Works Department
Banner Standards
To
preserve the beauty of
Fillmore and the safety
of its citizens, the
following standards and
procedures must be
followed prior to
displaying a banner
above a city street:
I.
Eligibility
a.
Represent a non-profit
group established for
the general benefit of
Fillmore citizens.
b.
Represent an overall
community activity.
II. Permits
Permit applications for
hanging a banner may be
procured from the City
Clerk's Office, City
Hall. Permit requires
information regarding
the design, size and
text of banner, and the
date you wish to display
it, etc.
III. Procedure
a.
Obtain approval of
banner design
(construction materials
and text) from the City
Manager. All
applications must be
submitted to the City
Manager's Office at
least two weeks prior to
the date banner is to be
hung. (previous design
approvals are valid but
banners must be
constructed and
maintained to current
standards).
b. It
is the responsibility of
the non-profit group to
reserve the time to
display their banner on
the calendar kept for
this purpose at the City
Clerk's Office, keeping
in mind there are only
52 weeks in the year so
time slots are limited.
Conflicts for time slots
must be resolved on the
basis of time of
application.
IV. Fees
$10.00 fee will be
charged to cover
administrative services.
V.
Construction
a.
Material: cotton canvas
(10 oz. per square yard)
or acrylic (9-1/2 oz.
per square yard) or
nylon (4 oz. per square
yard) or other fabric
with equivalent
strength.
b.
Size not to exceed 30
inches in width, 30 feet
in length (23 feet
recommended).
c.
Material shall have a
continuous double hem on
all seams.
d.
Minimum of three 'U'
shaped slits or air
passage openings shall
be provided on one-piece
banners.
e.
Banners shall have brass
grommeted holes at each
corner and across the
top at 24 inch maximum
intervals, with
'harness' snaps in each
hole along top edge
(available at hardware
stores).
f.
Text and design should
be applied neatly with
waterproof paint on both
sides of banner. Banner
material should be
opaque. Minimum letter
size shall be 5 inches
high.
VI. Hanging
Banners will be hung and
removed by TCI Cable or
City Public Works
employees only. Banners
will only be hung at the
City approved banner
location on Central
Avenue.
VII. Time Limits
Banner may be displayed
for no more than two
weeks immediately
preceding event. Banners
will be removed within
24 hours (except
holidays and weekends)
after the conclusion of
the event and must be
picked-up by the
non-profit group. The
City will not be
responsible for storage
of banners.
VIII. Waiver of Above
Requirements
The
City Manager shall have
the authority to waive
any of the above
conditions.
IX. Rights of City
The
City reserves the right
to use the poles during
the month of December.
