General Information

If you received a City of Fillmore Parking Citation or a City of Fillmore Administrative Citation for violating a Fillmore Municipal Code, payment for the violation may be submitted in one of three ways.

1. Remit citation & payment to Fillmore City Hall Finance Department during regular business hours.

2. Mail a copy of your citation and payment (personal check or money order) to Fillmore City Hall, 250 Central Avenue, Fillmore, CA 93015.

3. Phone the Citation Processing Department and make a credit card payment for the total amount due over the phone. Please have your citation number ready when you call to make a payment.

If you are unsure what type of citation you received, please refer to the photos below. Citations issued on the City of Fillmore form must be resolved through the Fillmore City Hall. Citations issued on the Notice to Appear form must be resolved through the Ventura County Court System.

Citation Appeal Process

Those persons wishing to contest the citation they received have ten days from the day the citation was issued to submit an official "Citation Review" form to city hall. Failure to submit a citation review request form within ten days of receiving a citation forfeits your right to appeal the citation. Failure to remit payment within thirty (30) days of receiving a citation will result in additional criminal charges.

Failure to pay fine will result in legal action against the violator. The Department of Motor Vehicles may refuse to renew the registration if your vehicle until the total amount of fines, including administrative fees, are paid. (§ 4760 C.V.C. & § 4763 C.V.C.)

The citation appeals process may be initiated in one of two ways.

1. Download the application from the City of Fillmore website by clicking here. Print and complete the appeals/review form and mail it to: City of Fillmore, 250 Central Avenue, Fillmore, CA 93015.

2. Contact the citation processing department at the City of Fillmore in person Mon-Fri 8:45AM - 5:00 and fill out a "Citation Appeal Form." Be sure to have the citation number available.

Once your appeal has been received, formal review by the Ventura County Sheriffs Department Santa Clara Valley Station Sergeant will take place. Upon reaching a decision you will be notified by mail.

Citations upheld by the Ventura County Sheriffs Department may be returned to the City of Fillmore for additional review by the Hearing Officer.
