Study Background
On
November 24, 2009, staff received authorization from the
City Council to solicit proposals for consulting services to
conduct a City-wide Classification & Compensation Study. The
deadline was January 8, 2010, for Request for Proposals
(RFP) submittals and the City received a total of eleven
(11) proposals. A five-member committee, consisting of the
City Manager; a Department Director; a Mid-Management
representative, a Union Representative; and an outside Human
Resources representative was formed. On February 10, 2010,
the committee met to evaluate and rank the proposals. The
top three were selected based upon the RFP criteria.
On
February 25, 2010, interviews were held. Based upon scope,
quality of proposal, experience/service capability,
communication skills and established timeline, the firm of
Bryce Consulting, Inc. was the unanimous choice of the
committee (see Attachment “A” the RFP and Attachment “B” the
Project Fee Proposal). This was a sealed-bid process and
the bids were opened after the top three firms had been
interviewed and ranked. The bids of the top two proposers
ranged from $34,000 to $42,975, including expenses. Bryce
Consulting, Inc. had the lower bid of $31,000, plus $3,000
for expenses. The budgeted amount was $22,000 and it is
proposed to increase this amount by $12,000 to $34,000
through action on the attached Resolution.
The City
Manager conducted a reference check for Bryce Consulting
with two former and one current client. All the references
praised the firms’ ability to communicate with employees,
staff, union representation and elected officials.
On March
9, 2010 the Fillmore City Council authorized the City
Manager or her designee to enter into a Consulting
Services contract with Bryce Consulting, Inc., for a
City-wide Classification & Compensation Study and to make
any necessary changes to achieve the direction of the City
Council.
