Economic Development

The Economic Development Department is under the direction of the City Manager. The department serves to develop, update and implement economic development programs that improve economic conditions in the city and redevelopment area. The department facilitates the procurement of employment, job development and financial assistance. The department works directly with tourism within the Heritage Valley, Fillmore, Santa Clarita, Oxnard, and Ventura,

Division Goals:

  • Preserve and enhance the economic prosperity of the community and aid business development and retention,
  • Coordinate with public and private organizations to develop and implement plans which improve tourist activity in the area.
  • Through the development of promotional materials, increase the visibility of Fillmore as a site for industrial/retail commercial expansion or relocation.
  • Increase visibility of downtown Fillmore (Central Avenue) as a tourist focal point.
  • Market and develop city land assets to produce additional revenue for the city,
  • Develop a marketing program for the city that will improve the economy,
  • Assist businesses in securing favorable financing to expand or locate in Fillmore,
  • Expand job opportunities for Fillmore's unemployed residents.
  • Provide assistance to the Heritage Valley Tourism bureau to promote the valley and Fillmore.

Specific Objectives:

  • Increase visibility of Fillmore as a tourist focal point through the development and Implementation of the Heritage Valley Marketing and Downtown Improvement Plans.
  • Assist public and private sectors to develop a consolidated marketing/promotion program for the Fillmore Area/Heritage Valley.
  • Continue to apply for appropriate grant funding to implement the city's Economic development, Downtown Improvement and Redevelopment plans.
  • Develop and implement a Business Attraction, Retention and Marketing Plan for the Historical Downtown Area consistent with the Heritage Valley Plan.
  • Coordinate with financial institutions to educate existing businesses on available financing to assist new development and expansion projects Provide technical assistance to businesses trying to acquire favorable financing.
  • Develop and implement a Historical Downtown Façade and Sign Improvement
