Fillmore Property Owners No Longer Required to Purchase Flood Insurance

FEMA has terminated the Flood Insurance Rate Map that was to take effect on January 20, 2010. The new Flood Insurance Rate Map will not become effective until 2012 when the Santa Clara River Flood Insurance Study is scheduled to be completed. The 1,500 property owners in Fillmore will no longer be required to purchase flood insurance by January 20, 2010. The terminated map was impacting El Dorado, Heritage Valley Parks and much of west Fillmore.

During the next two years there will be many public meetings and opportunities for citizen input as the Santa Clara River Flood Insurance Study is prepared. The Ventura County Watershed Protection District is continuing to move forward with the U.S. Army Corps of Engineers to identify the deficiencies with the Sespe Creek Levee and move as quickly as possible with retrofit work to make it certifiable. This is at least a three year process and could take up to ten years depending upon funding availability.

Some property owners may have already paid for additional Flood Insurance as a result of the proposed maps and may be wondering if they can get a refund. At this time, FEMA tells us they cannot. The City will ask FEMA to obtain the necessary authorization to refund the money to consumers who bought the additional insurance.
