Garage Sale Requirements
-
The homeowner or renter must
come in to City Hall and
fill out an application.
-
Sale permit is good for
three days only. The three
days have to be used with
two consecutive weekends.

Applicant is only allowed to
have 4 garage sales a year,
each consisting of the three
days.

The fee for each garage sale
is $15.00.
-
Signs are not allowed on
city property, for example;
on trees or telephone posts.
Signs may only be posted on
personal property, with the
owner's permission, or on
vehicles.

Passport Applications
Passports are processed only between 10:00 a.m. to
3:00 p.m., at the Fillmore City Hall.
Passports are issued to U.S. citizens only.
You may apply for your own passport renewal
by mail (pink form) only if:

You can submit
your most recent passport.
-
Your previous
passport was issued on or after your 16th
birthday and your most recent passport was
issued less than 15 years ago.
-
You use the same
name as your most recent passport.
-
The fee is $55.00.
For a new
passport the passport agency requires:
-
Application to be
completed in blue or black ink and must be
signed in front of a passport agent.
-
Two (2) passport
photos, 2 x 2, black & white or color.
-
Submit previous
passport, certified birth certificate from the
county or state registrar (no photocopies or
hospital birth records will be accepted and the
birth record must be in the long form and not an
abstract), or naturalization certificate (no
photocopies will be accepted).

Social security
number must be on the application.

Valid driver's
license or state identification.
-
All applicants
must be present, including minors.

Adults:(16
years and over) $55.00 check or money order
made payable to Passport Services. Cash is not
acceptable. There will be a $25.00 fee assessed
for each check returned. (for ages 13-17 a
parent must be present)

Minors: (under
16 years) $40.00 check or money order made
payable to Passport Services. Cash is not
acceptable. Children under age 14 require both
parents signatures.

Marriage Licenses are only issued between 10:00 a.m.
- 3:00 p.m.
Marriage License is only valid in the state of
California.
Requirements:
- You must be
over the age of 18.
- The groom and
bride must be present.
- Valid driver's
license or state identification.
- Birth
Certificate required.
- Divorce decree
is required if applicant has been previously
married.
The fee is $116.00 in cash or check made payable
to the City of Fillmore.
If either one has a previous marriage, you need to
bring the divorce decree to prove the dissolution
date.
If you are under the age of 18 you must have
parental consent from one or both parents (legal
guardian). The parent must give the minor written
consent in the presence of a judge at the county
courts. This must be done before appearing in front
of a marriage license clerk. For more information

regarding consent for minors.

Any
person, whether as principal or agent, clerk or
employee, either for himself, or for any other
person, any body corporate, or as an officer of any
corporation, or otherwise, to commence or carry on
any business in the city of Fillmore must comply
with City regulations and obtain a City Business
License.
Business License Fee Schedule
Requirements:
You
must complete a Business License Application. The
fees are due when the application is processed. The
application is reviewed by the planning department
and building department to ensure that you are in
compliance with city regulations.
These fees are due the day the application is
processed and approved.
If
the business is based from a Fillmore residence you
must also pay for a home occupation permit as
follows:

$75.00 home
occupation permit. This is a one time fee for
new businesses and is due the day the
application is processed.

TIER I:
Every person engaged in a home occupation as defined
and permitted by the city, shall pay a license fee
based on the annual licensing schedule of the Basic
Rate. No business license shall be issued until a
home occupation permit is issued by the planning
department.
TIER II:
Every person except non–profit organizations
conducting any business, profession, occupation,
selling wholesale or retail, manufacturing,
processing, assembling, or any other business not
otherwise specified above within city limits in
which the primary business or subordinate business
under 1,500 square feet of gross floor area. The
subordinate business shall pay only the Basic Rate,
shall pay a license fee based on the annual
licensing schedule of the Basic Rate plus Tier II
rate for regulatory and compliance issues.
TIER III:
Every person except non-profit organizations
conducting any business, profession, occupation,
selling wholesale or retail, manufacturing,
processing, assembling, or any other business not
otherwise specified above within city limits in
which the primary business or subordinate business
between 1,500 and 4,999 square feet of gross floor
area, shall pay a license fee based on the annual
licensing schedule of the Basic Rate plus Tier III
rate for regulatory and compliance issues. A primary
business with multiple subordinate businesses
existing in the same structure shall pay based on
total gross floor area. The subordinate business
shall pay based on the portion utilized of gross
floor area that coincides with the tier structure.
TIER IV:
Every person except non-profit organizations
conducting any business, profession, occupation,
selling wholesale or retail, manufacturing,
processing, assembling, or any other business not
otherwise specified above within city limits in
which the primary business or subordinate business
over 5,000 square feet of gross floor area, shall
pay a license fee based on the annual licensing
schedule of the Basic Rate plus Tier IV rate for
regulatory and compliance issues. A primary business
with multiple subordinate businesses existing in the
same structure shall pay based on total gross floor
area. The subordinate business shall pay based on
the portion utilized of gross floor area that
coincides with the tier structure.
TIER V:
Every person except non-profit organizations
conducting any business, profession, occupation,
contractor, selling wholesale or retail, delivery,
suppliers, manufacturing, processing, assembling, or
any other business not otherwise specified above
outside city limits shall pay a license fee based on
the annual licensing schedule of the Basic Rate plus
Tier V rate for regulatory and compliance issues.
TIER VI:
Solicitor, canvassers and peddlers of food or any
person or organization who travels from place to
place or from house to house within the city,
soliciting or taking orders for any goods, wares,
merchandise or services to be provided in the future
shall pay a license fee based on the annual
licensing schedule of the Basic Rate plus Tier VI
rate for regulatory and compliance issues. A
non-profit organization is exempt from the Basic
Rate only. All peddlers of food applicants shall
provide the collector with a current health permit
issued to the applicant by the County of Ventura
pursuant to section 113923 of the Health and Safety
Code. The city will issue a permit that shall be
displayed openly on the cart or vehicle before the
person, institution or organization engages in
peddling food anywhere in the city.
REISSUANCE OF LICENSE:
A duplicate
Business License may be issued by the City to
replace any license previously issued hereunto which
has been lost or destroyed, upon the license holder
filing a statement of such fact, and at the time of
filing such statement paying an administrative fee
of $5.00 for the duplicate license.
DEFINITIONS
Home Occupation:
To allow for the conduct of home occupation, which
are incidental to and compatible with surrounding
residential uses. A home occupation represents a
legal commercial enterprise conducted by an occupant
of the dwelling.
Licensing Schedule:
The schedule of fees applied to businesses pursuant
to this chapter, enacted or revised by resolution of
the city council.
Non-Profit Organization:
An institution or organization that is exempt from
the payment of federal income taxes under subchapter
F (commencing with section 501) of chapter 1 of
subtitle A of the Internal Revenue Code of 1986, as
amended from time to time, or that is exempt from
the payment of State income taxes under chapter 4
(commencing with section 23701) of part 11 of
division 2 of the California Revenue and Taxation
Coded, as amended from time to time, is exempt from
the requirements imposed by this chapter to obtain a
license and pay license fee. However, persons who
peddle solicit or canvass for such institutions or
organizations shall comply with applicable
requirements imposed.
Primary Business:
A dominant business in a single structure in gross
floor area and/or control.
Subordinate Business:
A secondary business in a single structure who
provides proof of their gross floor area.
Transfer:
Any business license holder doing business at a
specific location upon transfer will only be charged
the Tier Rate for inspection. The Business License
will be amended to authorize the conducting of such
business at some other location to which the
business is to be moved.
