Fillmore City Council Goals
 
1.

Fund Public Safety (79):  Restore or identify funding for the Gang Officer, School Resource Officer, overtime Gang Officer, and additional police staffing; Identify funding to provide for adequate fire staffing, proper safety equipment; and begin planning process for east end fire substation.

Balanced Budget (79):  Prepare and submit a balanced budget for City Council approval.

3.

Open Accessible, Responsive Government (70): Identify and fund all aspects of making government more accessible for the community.  Update and enhance existing avenues for disseminating information to the public.

4.

Lower Sewer Rates for low income / Businesses (68):  Identify alternatives for lowering sewer rates for low income residents as well as businesses, without raising rates for others.

5.

Solve Chloride/water softening/NPDES problem (65):  Work with agencies and members of the community to develop viable alternatives/solutions to existing problems.

6.

Fillmore Business Park (52):  Complete and Approve Master EIR and Master Plan for Southwest Business Park by April 2008.  Complete the annexation of properties within the business park by June 2008.  Begin construction of the business park by January 2009.

7.

Downtown Business Area (42):  Support the downtown business area by enhancing funding opportunities, amending downtown specific plan, re-establishing gateway sign, and increasing attractions and amenities.

8.

Encourage Economic Opportunities – Jobs (42):  Actively and aggressively explore avenues to recruit new businesses to Fillmore; Encourage and assist in job growth; Work with funding institutions and/or government agencies to assist in retention and creation of jobs.

9.

Support Fillmore and Western Railway (40):  Encourage and support activities of Fillmore and Western Railway; Continue, encourage and enhance the partnership between the City and Fillmore and Western Railway.

10.

Expand Recreation Programs and Facilities (36):  Explore all avenues for expanding recreation program and facilities, including grants, fees and the creation of a Park and Recreation District.

11.

Complete Pool Project (35):  Complete the construction of the community swimming pool complex by December 2008.

Goal Implementation Manager:  Assistant Planner

 

12.

Complete 22 Acre Park with Maintenance (35):  Identify funding mechanisms for both the construction and maintenance of the 22-acre community park.  Construct the first phase of the community, including the skate park, by December 2008.

13.

Complete WRP (30):  Complete the water recycling plant and bring it on line by September 2009, under budget.

14.

Enhance Partnerships for Community Wellness (28):  Continue, develop and enhance partnerships and support for community wellness programs.

15.

Continue Best Small Town in Southern California Concept (24): Continue to market Fillmore as the Last, best, small town in Southern California.  Continue to develop, enhance and support activities/projects which add to the small town charm and success of Fillmore.

16.

Town Theater Success (22):  Explore programs/projects/activities to enhance the economic opportunities for the Towne Theatre.  Make the Theatre a self-sustaining entity by July 1, 2009.

17.

Establish Parks and Recreation District (12):  Determine by July 2008 whether to pursue the formation of a Park and Recreation District.

Goal Implementation Manager:  City Manager

 

18.

Complete Housing Element (5):  Complete and adopt housing element by June 2008.
