The
Planning Department
is responsible for
coordinating and processing
applications for new
development within the city.
The department is also
responsible for implementing
and interpreting the city's
zoning ordinance,
subdivision ordinance,
various design guidelines
and the city's General Plan.
Moreover, the Planning
Department provides
preliminary assistance to
applicants regarding the
various development
requirements, assist
applicants through the
development permit review
and approval process, and
coordinate the construction
phase of the project, from
plan check through occupancy
inspections, with other city
departments.
The dedicated Planning staff
is also responsible for
future growth in the City. A
balance of preserving open
space and agriculture, along
with planning for future
growth takes thought out
decisions. One way in which
the Planning Department is
carefully managing future
growth is through
Vision
2020. With
Vision 2020 the Planning
department will preserve our
small-town atmosphere and
quality of life through
slow, well-planned growth in
order to protect open space,
allow agriculture to thrive
and strengthen our local
economy, neighborhoods,
schools, parks, libraries
and public services. Unlike
the surrounding regions,
Fillmore has grown at a
yearly 2.3% since its
incorporation on July 10,
1914.

Plant EIR
The City of Fillmore has
drafted an Environmental
Impact Report (EIR) on the
proposed new Water Recycling
Plant. The EIR is currently
in a “public review” period
and the City Council has not
approved or certified the
EIR at this time.
The EIR is available to the
public at the Fillmore
Library and at City Hall in
the Planning Department. The
EIR can be purchased as a 2
volume disk for $11.50 or
the EIR hard copies can be
purchased for $402.50.
